Jeffrey Erb has provided legal services to Colorado special districts, including metropolitan, water and sanitation districts since 2010. Mr. Erb’s practice focuses on the representation of special districts, local governments, quasi-municipal entities, and a select group of real estate developers.
Jillian M. Martin, Esq.
Associate Attorney
Jillian Martin earned her Juris Doctor degree from Stetson University College of Law and was admitted to the Colorado Bar in 2023. Ms. Martin’s practice focuses on the representation of special districts, local governments, real estate developers, and quasi-municipal entities.
Haley E. Trecarichi, Esq.

Haley Trecarichi earned her Juris Doctor degree from Loyola University Chicago School of Law and was admitted to practice law in Colorado in 2024. Ms. Trecarichi’s practice focuses on the representation of special districts, quasi-municipal entities, and real estate developers.
Natalie M. Fleming
Office Manager & Paralegal
Natalie M. Fleming earned her Bachelor of Arts in Political Science with a minor in Environmental Studies and Sustainability from the University of Northern Colorado. Ms. Fleming focuses on the day-to-day intricacies of Special District compliance, including Board meeting preparation, elections, website management, and more. Ms. Fleming also manages the Firm’s daily administrative tasks.
Chloe E. Edens
Legal and Administrative Assistant
Chloe E. Edens has extensive experience assisting attorneys with day-to-day needs in areas such as land use and zoning, eminent domain and inverse condemnation, contract law, and real estate matters. She is working toward an Associate of Paralegal Science at the National Paralegal College, a division of Crestpoint University, and is expected to complete her degree in April 2025.
